Who can use the service?
WLR (Wholesale Line Rental) is TIM's "wholesale" offer aimed at Operators who intend to resell to their end customers the basic (POTS)(1) and advanced (ISDN)(2) telephone service and the corresponding associated services, without the need for making investments to create an access network of their own.
Description of the service
The Operator's end customer is directly connected to TIM's telephone switching systems and all the traffic generated by the customer is automatically routed by the TIM network to the interconnection structures between the latter network and that of the Operator. The end customer maintains commercial relations with the Operator only.
Following the configuration of the WLR service on TIM's network, the Operator can make use of a series of basic and accessory services which enable its customers to:

By means of these types of access the WLR service allows Operators to virtualise the customer's connection to their own network and to manage said customer with regard to:
The configurations and performances offered by the WLR are divided into type of Customer (Residential or Non-Residential). Some performances are included in the configuration of the basic service, while others are in addition to the service itself and only activated upon the Operator's specific request.
Calls originated by the end customer, with the exception of those addressed to the emergency services, are directly addressed to the interconnection point indicated by the Operator and are treated by TIM as interconnection traffic received.
The WLR service does not make it possible for the end customer to receive calls which require the addressee to be charged (collect calls) and is not available for lines relating to public telephone apparatus.
The WLR service is available throughout Italian territory in all (and only in) cases in which the unbundled access service to TIM's metal networks and sub-networks is not technically available to Operators (LLU). This enables Operators in such cases to access an alternative internet site which effects the acquisition and complete management of the customer, albeit virtually.
The WLR service is available at main exchanges that have been enabled for LLU, including for the 12 months subsequent to their enablement.
Wholesale TIM, in the Reserved Area on its Wholesale Portal dedicated to customers, publishes a quarterly updated list of the local exchanges upgraded for LLU, and typically a monthly updated list of the local exchanges saturated at the time of Co-leasing and of the lines connected to a device.
Supply and activation times
Once the WLR service for the requesting Operator is configured on the automatic switches on TIM's network, the service itself is then activated on a specific telephone line for an end customer of the Operator, by means of a data exchange between the computer systems of the requesting Operator and those of TIM, using a standard order format. In this order the Operator identifies the line (or the Customer site) which is the subject of the request and communicates to TIM the technical characteristics and the services to be configured on the line itself.
The minimum times for activating the service (Service Level Agreement) are different depending on the type of line (active or non-active) and the complexity of the services to be configured.
Maintenance and response times
Maintenance operations on WLR lines can be requested by the Operator using a self-ticketing system, by accessing its own reserved section of TIM Wholesale's Internet Portal.
In order to make use of the WLR service, the Operator normally interconnects to TIM's fixed network (standard WLR service).
If the Operator does not wish to or cannot interconnect directly to TIM's fixed network (e.g. because it has no switching systems) it may use a variation of the service called “WLR in Hosting”, which is aimed at “hosted” Operators and which is offered:

The offer of the WLR service is "regulated", i.e. subject to approval in all its aspects by the Communications Authority (AGCom). Not later than 31 July of each year, Wholesale TIM publishes the WLR Reference Offer for the following year.
