Optical Fiber Termination Segments
Who can use the service?
The service is aimed at Operators who intend to offer their end users an Super-fast Broadband access service and who, through an optical fiber network, reach the base of a building that TIM has cabled with Optical Fiber.
Description of the service
The “Optical Fiber Termination Segment” (FOTS) service is a “wholesale” access service to TIM’s NGAN network)(1) configured as FTTH(2) (full Optical Fiber from the exchange to the customer premises). It consists of hiring a single “dark” optical fiber(3) of that network, which makes a vertical connection between a distribution point, to which the fiber network of the Operator connects, and a user’s wall socket inside a Property Unit (PU).
The optical fiber belonging to TIM’s FTTH NGAN network are only those that are active or that can be activated in the buildings “connected via optical fiber” by the latter. “Connected” buildings are those covered by TIM's Secondary FTTH Network, in which the Optical Fiber are connected to its Building Optical Splitter (BOS), which is capable of serving several PUs and is usually positioned at the base of the same building.
The Fiber supplied within the proposed service can either be to serve a Customer who is already connected and active (migration) or it must be set up to serve a Customer who needs to be connected and activated.
The service includes both the qualification of the Optical Fiber of the Termination Segment, in terms of compliance and compatibility for the supply of FTTH services and the maintenance of the same.

Supply and activation times
The service is based on the principle of “mutualization” for which TIM provides, at the base of the buildings covered by its FTTH NGAN network and therefore “connected via optical fiber,” a distribution point known as a “Property Mutualization Point” (PMP), in which TIM provides the requesting Operator with the FOTS. The PMP is equipped with the appropriate optical connectors to allow the passage of a Customer among the various Operators present in the building “connected via optical fiber.”
In the OLO Reserved Area on its Wholesale Portal TIM states the “FTTH coverage,” that is the updated national list of the addresses of buildings it has “connected via optical fiber” and those it plans to connect.
Operators interested in activating an FOTS, who already have its Cable Termination Module (CTM) installed in the building concerned and have already connected it to the TIM network, can send TIM a direct specific order providing all the information necessary to identify the PU to be served and the connecting position of TIM’s FOTS on its CTM equipment. If it has not made preparations for this installation, the Operator must send TIM a prior request for a Feasibility Study (FS).
The service activation times (Service Level Agreement - Provisioning) are therefore different for direct orders and those that require a preliminary FS.
Starting from the delivery of the FOTS, the Operator has 10 working days within which to report any malfunctions detected; after this deadline the FOTS is understood to have been accepted by the same Operator.
Maintenance and response times
Maintenance operations on FOTS can be requested by the Operator using a self-ticketing system, by accessing the reserved section of the Wholesale's Internet Portal. Also through the same channel of communication, the Operator receives information on the resolution of malfunctions.
The fault resolution times (Service Level Agreement - Assurance) are different for disruption and deterioration. SLA Premiums in exchange for payment are also provided for disruption on the FOTS.
In order to provide the FOTS service, the Operator’s optical fiber network must reach the building “connected via optical fiber” of TIM’s FTTH NGAN network by installing its own Building Optical Splitter (BOS) at the PMP made available by TIM.
The prices for the supply of the service and the relative additional services are governed by the Italian Communications Authority (AGCom) and are set out in the specific Reference Offer.

The FOTS service offer is “regulated,” that is subject to annual approval of the relative technical and economic conditions by the Italian Communications Authority (AGCom), and published in the Reference Offer of TIM referred to as “NGAN Access Services: Infrastructure for Local and Aerial Installation, Lead-In Ducts, Primary and Secondary Optical Fibres, Optical Fibers and Copper Termination Segments.” No later than 31 July of each year, Telecom Italia publishes the Reference Offer for the following year.
